Fewer than two verifiable landlord references from the past 10 years (or current landlord). References must confirm timely rent payments, no significant property damage, no neighbor disturbances/police involvement, and no lease violations. Any landlord reference reporting unpaid rent, damages, repeated disturbances, or conduct that would make the applicant unfit (where legally allowed). Any pending criminal accusation or conviction within the past 7 years (excluding time incarcerated) for offenses listed under the DC Fair Criminal Record Screening for Housing Act (e.g., arson, burglary, assault, sex offenses, fraud, etc.). Household size exceeding legal occupancy limits (maximum 2 persons per bedroom plus one additional person). No verifiable income or resources sufficient to cover the tenant's portion of the rent. Any other objective failure demonstrating the applicant cannot reliably pay rent or maintain the unit. Additional Criteria That May Result in Denial (after individualized review): Marginal or inconsistent rental references. Credit report showing recent collections, judgments, or patterns relevant to tenant fitness (credit score alone is never grounds for denial).
