RESIDENTIAL RENTAL SCREENING CRITERIA To ensure fair and consistent evaluation of all applicants, the following criteria will be applied to all applicants for residency. 1. APPLICATION REQUIREMENTS * Every person age 18 or older who will occupy the property must complete a rental application and consent to screening. * All applicants must provide valid government-issued identification. * Applications will not be processed until all requested documentation and fees are received. 2. INCOME REQUIREMENTS * Combined gross monthly household income must generally be at least three (3) times the monthly rent. * Income may be verified through pay stubs, bank statements, tax returns, employer verification, or other reliable documentation. * Self-employed applicants may be required to provide additional documentation. * Applicants must demonstrate the ability to pay rent on a continuing basis. 3. EMPLOYMENT AND INCOME STABILITY * Preference may be given to applicants with stable employment or verifiable income history. * Employment history, length of employment, and consistency of income may be considered. * Recent job changes are not automatic grounds for denial but may require additional verification. 4. CREDIT HISTORY * Credit reports may be obtained for all adult applicants. * No minimum credit score is guaranteed to result in approval or denial. * Credit history will be evaluated as a whole, including: * Outstanding collections * Charge-offs * Delinquencies * Payment history * Debt obligations * Bankruptcies * Housing-related collections, unpaid utility balances, and unpaid landlord debts may be considered significant risk factors. 5. RENTAL HISTORY * Applicants must provide prior landlord references when requested. * Previous rental performance may be evaluated, including: * On-time rent payments * Lease compliance * Property care * Outstanding balances owed * Whether the landlord would rent to the applicant again * Prior evictions, judgments for possession, or significant lease violations may be grounds for denial. 6. CRIMINAL HISTORY * Criminal history will be evaluated individually and not through automatic blanket exclusions. * Consideration may include: * Nature and severity of the offense * Time elapsed since the offense * Evidence of rehabilitation * Relevance to resident safety, property protection, or lease compliance * Arrests not resulting in conviction generally will not be considered. * Convictions involving violence, significant property damage, fraud, arson, drug trafficking, or conduct posing a substantial risk to persons or property may affect eligibility. 7. OCCUPANCY * All occupants must be disclosed on the application. * Names and ages of all occupants may be required. * Occupancy limits will comply with applicable federal, state, and local laws. * Unauthorized occupants may constitute a lease violation. 8. FALSE OR MISLEADING INFORMATION * Any material misrepresentation, omission, falsification of documents, or inaccurate information may result in denial of the application or termination of tenancy if discovered after move-in. 9. INDIVIDUAL REVIEW * Applications may be reviewed based on the totality of circumstances. * Approval, conditional approval, or denial may be based on the combined evaluation of income, rental history, credit history, criminal history, and other lawful factors. 10. CONDITIONAL APPROVAL Applicants who do not fully meet one or more criteria may be considered for conditional approval when permitted by law. Factors that may support conditional approval include strong income, positive rental references, stable employment, or other compensating factors.
