SECTION 1 NON-VOUCHER APPLICANTS Income Applicants must demonstrate a verifiable gross monthly income of at least 3x the monthly rent. Acceptable sources include employment, self-employment, Social Security/disability, pension, retirement, child support, alimony, and any other lawful income. Rental History Applicants should have no outstanding balances owed to a previous landlord, no broken leases, and no eviction judgments on record. These items will be reviewed on a case-by-case basis. Prior rental issues do not result in automatic denial mitigating circumstances, time elapsed, and evidence of improvement will be considered. Credit A consumer credit report will be reviewed as part of the application process. No minimum score is required; credit history is reviewed holistically. Medical debt alone is generally not disqualifying. Criminal Background A criminal background check will be conducted on all adult applicants (18+). Criminal history is evaluated on a case-by-case basis. A record does not result in automatic denial. Factors considered include the nature and severity of the offense, time elapsed, and evidence of rehabilitation. Arrests or charges without a conviction will not be used as a basis for denial. Convictions that are expunged or sealed will not be considered. Mandatory disqualifiers: Lifetime sex offender registration (where the offense presents a risk to residents) and conviction for manufacturing methamphetamine on federally assisted premises. SECTION 2 HOUSING CHOICE VOUCHER (HCV / SECTION 8) APPLICANTS Voucher Coverage The applicant's voucher must cover the full asking rent after the applicable utility deduction. Specifically: Payment Standard Utility Allowance (tenant-paid utilities) Asking Rent If the Housing Authority provides a utility allowance (i.e., the tenant is not directly responsible for utility costs), the applicant must also demonstrate verifiable gross monthly income of at least 1.5x the monthly rent. Rental History & Criminal Background The same rental history and criminal background criteria described in Section 1 apply to voucher holders. Per HUD regulations (24 CFR 982.553), owner screening criteria for voucher holders may not exceed what is permitted under federal guidelines. Additional Requirements The property must pass a Housing Quality Standards (HQS) inspection prior to move-in. Applicant must be in good standing with their Housing Authority at the time of application.
