The Sacramento Housing and Redevelopment Agency (SHRA) owns nearly 3,100 public housing units and administers around 11,000 Section 8 Housing Choice Vouchers (HCV). SHRA also provides housing opportunities for low and moderate income individuals and families. They work with developers and non-profit organizations to rehabilitate and preserve older properties, construct new rental and ownership housing, and boost homeownership through mortgage assistance. What is Section 8?
'Section 8' is common term for what is now called the Housing Choice Voucher Program (HCV). HCV is a federal program that subsidizes housing for low-income families, the elderly and the disabled. It is funded by the U.S. Department of Housing and Urban Development (HUD) and administered locally by Public Housing Agencies (PHAs). In this program, families can move and adapt to changing needs without losing their benefit. Since the demand for housing assistance often exceeds the limited resources available to HUD and the local housing agencies, long waiting periods are common before being accepted into the program. Of the thousands of PHAs across the country, there are several that are also a part of the Moving to Work (MTW) program. MTW is a demonstration program that grants PHAs exemptions from some public housing and voucher regulations, and more flexibility in using these federal funds. MTW PHAs are expected to use the opportunities presented by MTW to inform HUD about ways to better address local community needs.
