It is the buyer's responsibility to obtain the proper inspections prior to closing. If the buyer did have a home inspection prior to closing, then the buyer needs to talk to the home inspector regarding any items missed during inspection. Usually the AC is not operated in cold winter months due to potential compressor damage. The inspector should have put in their report that the AC was not operated during inspection. Also, not all homes bought come with warrantees. It is the buyer responsibility to separately purchase a home warranty and they run around $400 for basic coverage.
