It's not the ad that makes it binding, that sounds irrelevant to me (you could have just walked into the building and asked to lease a place), so I don't know why they would send that to you. But if I had to guess, the lease probably says that tenants have to abide by all the rules and regulations of the building, and that move in fee would be one.
