Looking for 1 bedroom SMALL DOG FRIENDLY apartment $600-$800 in MIDTOWN Sacramento! Where are they?!

I have a 9 pound dog, every NICE apartment I look at doesn't allow dogs or has some outrageous deposit and/or pet rent! I understand previous owners not picking up after their dogs or accepting their pet-owner responsibilities but to force everyone to pay these ridiculous fees is...ridiculous. We're a young couple with a small well-behaved dog who need a nice small apartment in midtown. If anyone has lived or does live in midtown with a dog and knows of any properties with our price range, please let us know!
