How can a rental agency take your money and agree to a move in date and then change their mind 2 weeks later? Do I get my application fees and the deposit returned?

I gave an application and deposit to a place and they agreed to our move in date. Then two weeks later they decided to go with someone that could move in earlier. Now, back to looking for a place after losing two weeks and now having to find something very quickly. I don't think it is right to be put into this position.
