Can a landlord refuse to give a receipt for the rent payment?

I live at a large complex & the Manager refuses to give a receipt for rent paid at the office saying it takes too much time. Is this legal?

No it is not legal. You should be able to receive a receipt for any payment you make. I am surprised he refuses to give you one as it not only is a way for you to track in your records but his records as well. If I were you I would be questioning this practice majorly!
