why is william ross a slumlord?

William ross rents house on shedwick and does not provide a working heater in 3124 for 2yrs the tenants have a lock out tag on their furnace, not to mention a hole in the kitchen ceiling from a leaky tolite and the floor is peeling in the kitchen. 3130 has Ivy growing allover the back of the house which provides a great haven to bugs not to mention the broken storm window sashs..Many more to list but not enough space.
