Help!!! Need advice!

I am looking at renting a home that needs new carpeting, stinks of cigarette smoke, and isnt the nicest house but I really have no other option. They are asking 750/month and said that WE can replace the carpet if we want. Its not the nicest house, one bedroom is shaped weird, no closets in the house(i dont think) and the kitchen is super small. Am i right to ask THEM to replace the carpet and lower the rent to 700/month?? It has been vacant for 3months and he said he just really wants to get someone in there. Any advice would be much appreciated. Thanks!!

Now, it's been 6 years since I left El Paso, so I'm not sure how the housing market is now compared to how it was when I lived there, but when I DID live in El Paso, I rented-to-own a house 3 BR/ 2 1/2 BA with a good-sized yard for $700/ mo. Personally, from your description, I don't think that it is worth it. You ABSOLUTELY have a right to ask them to replace the carpet (and any other damages) prior to moving in. As a rentee, you have certain rights and your rentor has certain responsibilities. Of your rights is the right to ask for repairs of any damages existing prior to moving in (without any extra cost to you)and of his responsibilities is to repair any damages pre-existing to your moving in (this includes but is not limited to: damaged carpeting/flooring, new wall paint, fixing plumbing/leaks, roof damages, cracks in ceilings/walls, etc.)
