property mgmt company says responsible for rent as soon as application is approved, even before signing rental contract. Is this legal?

looking at rentals in eugene area and one property management company has rule that says applicant is responsible for rent on a property as soon as the application is approved, even before signing a rental contract. is this legal?

You start owing rent when you sign the rental agreement and take possession. When you are approved, you will have to negotiate the date that you will take possession. Sometimes a later possession date can be negotiated. A landlord may require you to take possession quickly, as they may have others in line behind you that they don't want to lose in case you change your mind before paying a deposit or rent.
