We are scheduled to move in on Saturday, our landlord has not cleaned our apartment as we agreed upon, or provided new utilities as stated as well, what do we do?

However he did "invite" or used one of our new neighbors to clean the apartment, in which my boyfriend had to open and leave unattended for our neighbor to clean.

Do you have a copy of the Landlord Tenant Act?

What type of new utilities were they going to provide? Then what I would do is, on the inspection report they give you to fill out & return, make sure you state on there everything upon move-in that wasn't cleaned, fixed or anything out of the ordinary. Next time, before you get the keys, make sure the place you rent is up to par before you sign the papers, and if they verbally agree to do something before move-in, get it in writing.
