What type of new utilities were they going to provide? Then what I would do is, on the inspection report they give you to fill out & return, make sure you state on there everything upon move-in that wasn't cleaned, fixed or anything out of the ordinary. Next time, before you get the keys, make sure the place you rent is up to par before you sign the papers, and if they verbally agree to do something before move-in, get it in writing.
