My neighbor is putting the Ugly side of the fence facing my property, what is the law on this matter ?

My neighbor is installing a, " Spite Fence " this fence is constructed out of 4" x 6" burnt salvaged timber from a recent fire. He intends to stucco over chicken wire, the smooth side will face his property, the rough side will face mine. What is the Law when it comes to putting the, " Ugly " side to your neighbor in this matter ?

Have you gotten in a disagreement with your neighbor or is this just a random act of inconsideration? If you have an ok or even cordial relationship, why don't you see if you can treat both sides of the fence so that it isn't ugly on your side? To me, even if they stucko over chicken wire, that sounds a bit odd- maybe see if you can contribute the extra money to have both sides look acceptable?

I know that "spite fences" are illegal in a lot of states. I think that you ahve to be able to prove that it serves no function though, other than being designed to be a nuissance to you

I believe it is standard practice across country, he who pays puts it up his way. If you were splitting costs, most likely it would be sectioned, good side / ugly side so both parties share look.But I don't see why you couldn't paint or stain your side to look a bit better....check city codes or regulations.
