How to find the apartment owner's contact information? Poor management nothing resolved.

Apartment 3945 Frances Ave, Los Angeles. We received no notice from the building manager that an exterminator was coming to apartment next door, people smoking cigarettes around the properties, apartment common areas smelling weeds, person below me was arrested once for an argument with his next door neighbor but no action was taken because he is dating the building manager. The only way to file complaint about the manager was to write an email to the manager and she will forward the email to the owner. She refused to give me the owner's information. How do I know the complaint goes to the owner, therefore I'm trying to find the owner's contact information. Thank you.
