Most property managers look at credit scores, criminal back ground, rental history and job. However, a few managers will take everything into account and will lease a home to an individual with a less than perfect application by increasing the security deposit. This reduces the liability to the owner and puts you into a home that you consider "decent". Please note that finding that property manager is the key. I had several layoffs a couple of years ago, but we have bounced back and are doing our best to rebuild our credit. We have an income of $6000/mo with steady jobs. We've been renting our house for the past 3 years with no problem and are ready for a new start.
