landlord repairs

I moved into a rental house 8/1/11, on 8/4/11, I requested the air conditioner be inspected as it was not cooling. The landlord didn't believe me, accussed me of lying, eventually has sent two people out. The second person said the ducts are not installed properly, insulation is all over the attic. The landlord won't provide any information to me and is saying he's not sure how long it will take for the repairs. Isn't there a reasonable time frame for repairs?
